Next, lay the vinyl sheet or plastic carpet runner on a flat surface. Use your ruler or tape measure to measure and mark the same dimensions as the fabric onto the vinyl sheet. Carefully cut along the marked lines using sharp scissors.

Step 3: Attach the Fabric to the Vinyl Sheet
